Organizations are as dynamic as the missions they serve and must be able to grow and adapt to meet evolving missions.  External forces such as regulations and budgets create less than ideal conditions within organization that impact the ability of the workforce to operate at optimal capacity.   Workforce skilling and technology are critical components to advancing the workforce, but without a proper alignment, which is based on development and documentation of processes so activities are clearly defined, no one of the functions can reach maximum capability on its own.
